Typical timeline
Submit at least 3–4 weeks before the membership meeting you are targeting. Complete applications must be received 2 weeks before the meeting to make the agenda.

Note: When a Utility Plan is updated or amended to support a Site Application, both items can be considered and approved at the same membership meeting.
Prepare & Submit the Application
Submit the correct Regulation 22 Site Application project type for review, consideration, and membership approval. The application package must include:
- The Site Application, signed by the submitting agency's authority , not the PE or submitting firm.
- Signatures from all other referral agencies on the Regulation 22 application
- The Preliminary Engineering Design Report (required for the record)
Sign the Regulation 22 application. The submitting agency is responsible for obtaining these signatures.
Review & Agenda Deadline
Reviews the application for completeness and for agreement with the agency's approved Utility Plan and the Regional 208 Plan.
The complete Site Application must be received two weeks before the next available membership meeting to be placed on the agenda.
Membership Decision
Present the Site Application project's goals, objectives, and highlights, followed by a Q&A session with membership.
Membership votes on the Site Application.
